Now I know that the place is not popular yet, but getting a thread on first wouldn't hurt.
Though maybe slight spoilers on Life is Strange?
First off, they're both time manipulators (Nuff said). And now, let's start with each character. The first thing is similarity: they can both stop time, sense the past, present, and future, and walk around in stutters.
Jack is able to stop time in a limited area (evidenced in his Time Stop, Time Shield or even Time Dash), or briefly on the entire world (evidenced in Time Rush), or, as his power grows, entirely stop time as he faces a junction, with not much trouble. Jack can also sense the echoes of the near past, be it a Time Vision or simply "press Y for past events", effectively help him detect people and places where events may occur in the future (ammo bag, explosives), or just clues.
Max is able to stop time as well, but not in the same way as Jack. She can only stop the entire time (much like manually creating a stutter in time - Quantum Break language anyways) and move around, but it does cost her as she is unable to do anything else after the "stutters" expired. I'd also like to point out that the Junction ability may also appear for Max as well, since, during most crucial choices we made in Life of Strange, time also stops until you've decided (may not be entirely the same thing, but probably something worth related to). While she can't sense the echoes of near past, she can sense much farther into the past and future (the Precognition - and I believe Paul may have this power?).
Now, onto their differences. Though I feel like their different abilities are regarded towards time distortion.
Jack has the Time Blast ability, which allows him to break time in an area, creating massive destructive power. This ability is probably the most op since Jack was able to distort time and use the instability of the chronon particles to basically rupture the particles residing in the area that Time Blast was initiated on.
For Max (and this is her main ability), she was able to rewind time, instantly. However, she can also look at a picture and travel herself back to the time the event in the picture happen (She's basically a time traveler).
In conclusion, I think Jack Joyce is an instant kind of time manipulator. He was able to do so on a small scale effectively (technical-wise) and usually cost-free (though overuse can lead to further stages of the Chronon Syndrome). Max, on the other hand, has much much more advanced ability than Jack . Thus, she lacks technical efficiency (except for rewinding); though, in the game, she doesn't really need that aspect. However, such huge power usually causes a toll on her and overusing it may lead to really terrible consequences.
